Description
The Borger Refinery is a large operating site with complex geology and a long history of manufacturing operations. The Site Manager is primarily responsible for (1) the management of the total liability associated with environmental remediation related to the Borger Refinery Property, Borger Texas and other assigned properties in the U.S. lower 48; and (2) improvement of work processes and systems used by ConocoPhillips Risk Management & Remediation (RM&R). The position is located at Borger, TX.
Responsibilities
The Site Manager is responsible for:
- Overseeing ConocoPhillips remediation program at WRB Borger refinery and other assigned sites. This program includes: developing remediation compliance strategies, implementing and reporting under the Refinery permit/ compliance plan, federal and state regulations, management of RCRA permitted units and site monitoring, developing and implementing corrective actions including remediation MACT at the Borger Refinery site and other assigned projects.
- Leading and influencing solutions to site safety, environmental, health, and compliance issues relating to soil, ground water remediation at Borger Refinery and other assigned remediation projects.
- Developing strategies, procedure and implementing remediation activities which: address ConocoPhillips' total risk, including third party and community concerns, are economically and technically sound and are in compliance with applicable laws, regulations and corporate policies.
- Results through management of contractors within ConocoPhillips, WRB Refinery and RM&R guidelines including reviewing and approving work plans, resources, reports, and regulatory submissions. Manage all aspects of assigned area including safety, cost control, project schedule, resources, project construction oversight, technical competency, and environmental requirements.
- Act as back up ConocoPhillips representative for operating remediation systems.
- Using and improving RM&R's management system and use of the internal project system ("ENFOS"). Oversee remediation records, documentation, and data management for assigned projects.
- Communication of remediation program and site conditions including effective communications with stakeholders who are affected by contamination with knowledge/consideration of local and regional social, political, and legal issues.
- Ensuring that best practices and appropriate technology are used for remediation activities.
- Compliance of the remediation program to meet Local, State, and Federal regulations including CERCLA, TCEQ, RCRA and NESHAPS. Provide input from remediation to refinery for site wide compliance reporting.
- Financial management including accrual preparation and justification, multi-year budget estimates, forecasting and managing remediation project expenditures within budget and authority limitations.
- Negotiating technical and regulatory issues with government agencies.
- Technical input to Legal and Business Unit on claims or litigation for remediation sites or dispositions and acquisitions as requested.
- Maintain strong communication and coordination at all levels with WRB Refinery and other stakeholders. Gain buy in and approvals for remediation activities.
- Insuring land issues related to remediation are managed (easements, right-of-way, access, etc.)
Basic/Required Qualifications:
- Bachelor of Science degree.
- Legally authorized to work in the United States
- At least five years of environmental, engineering and/or project management experience.
- Direct experience managing contractors.
- Excellent leadership and communication skills. Team player and facilitator.
Preferred Qualifications:
- Bachelor of Science degree in Geology, Environmental Engineering, Environmental Science, Environmental Economics or similar engineering related field.
- Experience and knowledge in remediation technologies, processes, practices, process, and risk based corrective action.
- Proficient in basic computer skills including spreadsheet, presentation, and electronic documents.
- Experience working in refinery or petro chemical plant facility.
- Ability to manage multiple projects and all phases of large projects including financial, metrics and cost control.
- Motivated to achieve excellent results with minimal guidance.
- Ability to plan and communicate cost effective remediation strategies and plans.
- Establishes goals/priorities and develops critical tasks.
- Accountable and delivers on commitments.
- Excellent problem solver who can develop creative solutions to complex, stakeholder issues.
- Excellent interpersonal skills with wide range of people including third parties and government agencies in confrontational situations.

- Ability to lead contractors and ConocoPhillips personnel to achieve performance goals for the assigned sites/projects.
- Knowledgeable on Local, State, and Federal regulations including CERCLA, TCEQ, RCRA and NESHAPS.
